    问答题
Smoking bans in public places are becoming more and more common in China. Whether the right of the non-smoker to breathe in fresh air outweighs that of the smoker to smoke freely is a matter of opinion, manifesting itself in a heated smoking ban debate. The following are opinions from both sides on this issue. Read the excerpts carefully and write your response in about 300 words, in which you should: 1. summarize briefly the opinions from both sides, and then 2. give your comment. Marks will be awarded for content relevance, content sufficiency, organization and language quality. Failure to follow the above instructions may result in a loss of marks. A smoking ban is a public policy that includes criminal laws and health regulations that prohibit smoking in certain public places and workspaces. There are many reasons why smoking bans originated, but most of these have medical origins. Research has shown secondhand smoke is almost as harmful as smoking in and of itself. The effects of secondhand smoke are relatively the same as smoking. Lung disease, heart disease, bronchitis and asthma are common. Those who live in homes with smokers have a 20-30 percent higher risk of developing lung cancer than those who do not live with a smoker. Smoking bans are also imposed because they improve air quality in restaurants and other establishments. In Beijing, it is now illegal to smoke in all hospitality venues. Studies have also shown employees are exposed to far fewer toxins in areas where smoking is banned in the workplace. Despite the positive effects on health and air quality, many people are still opposed to smoking bans in China. Critics oppose smoking bans and see these laws as an example of the government interfering in people’s lives. They look at the effects on smokers, not those on non-smokers who are subjected to second-hand smoke. Other critics emphasize the rights of the property owner and draw distinctions between public places, such as government building and privately owned businesses, such as stores and restaurants. Some critics of smoking bans believe that outlawing smoking in the workplace may cause smokers to simply move their smoking elsewhere. Instead of smoking indoors, workers may begin smoking in public parks and exposing a new set of people to their secondhand smoke.

Is Smoking Bans Necessary? Nowadays, there are more and more smoking bans in public places. When asked whether the right of the non-smoker to breathe in fresh air outweighs that of the smoker to smoke freely, different people have different opinions. Some people hold that smoking bans is essential because it helps non-smokers get away from secondhand smoke which is as harmful to health as smoking and improves air quality in public places. However, others oppose smoking bans. They think that the government is interfering in people’s lives and violating the rights of the property owner by these laws which may just cause smokers to move their smoking elsewhere.
As far as I am concerned, it is more significant to ban smoking in public places though it takes away some of our freedom. As we all know, smoking is a bad habit. It can cause a lot of diseases, such as lung cancer, bronchitis. It is very harmful to not only smokers but also non-smokers. Ratio of passive smokers getting ill is higher than that of smokers. Smoking bans can limit smokers’ smoking to some extent and make non-smoker less likely to expose to secondhand smoke. Therefore, it can remove risks for many people. Besides, smoking pollute environment by giving much poisonous gas off into the air. Smoking bans can improve air quality and ensure a healthy environment for people. In addition, some people may say that it take away of some of our freedom. I think it is a one-sided view. Our freedom should not be built on the suffering of others. If one wants to smoke, he can smoke in private, not in public places. Thus, smokers still have the freedom of smoking without bringing harms to others.
In conclusion, smoking bans are necessary. In fact, in order to keep healthy, smokers had better get rid of smoking, not only in public places, but also in private places, everywhere. It will beneficial to all of us.

    问答题
Directions: Suppose you are Li Ming. One of your roommates is getting addicted to smoking. You are going to write a letter, trying to persuade him to quit. Your letter should be persuasive. It may be advisable to include the following points in your letter. A letter to a roommate 1) His smoking is becoming a problem for all his roommates. 2) He is ruining his health. 3) Smoking harms the health of others around him, too. 4) He can quit if he is determined. You should write about 100 words. Do not sign your own name at the end of the letter. Use “Li Ming” instead. You do not need to write the address. Now write the letter on the Answer Sheet.

    正确答案:
    Dear Tom,
I am writing this letter to tell you how I think about your smoking.
I know you are a very kind and easy-going roommate, but your newly developed habit of smoking has really become a headache for all of us. Smoking is a bad habit because it can harm your health and ruin your life.
Smoking would make you spend much money, especially so when you are addicted to it. The cigarette contains nicotine which can hurt your lungs and windpipes directly. It is widely proved that a large percentage of people who suffer from lung cancer are smokers.
Smoking hurts not only your health, but also that of others around you. When smoking in the dormitory, you exhale the fog which fill into the air and this fog is inhaled by the people around you. Air is important to our health. But the air becomes more unbearable due to the butts left in the ashtray. We have never had fresh air since you took up the habit.
I hope you could quit this bad habit. It is not difficult if you are determined to do it. Forming a new habit takes only 21 days.
    Sincerely yours,
    Li Ming
